The tool appears to be a supplement to Google Trends, enabling you to make more solid site analysis-according to the number of visits, similar sites and high-rated terms used to search the certain site. Of course, the search results should be taken with caution, but on the other hand, the amount of data Google has at disposal should not be neglected.
All in all, Google Insights appears to be a useful tool with handy CSV export and branch filtration, which could be very helpful in making more detailed analysis (keyword research anyone?)
